Pascal actions

I wont to know how to find Pascal actions (functions?) like, how would you find the CPU speed (if pascal can do that,) or how would you minimize the window. Do I have to look for hours on GOOGLE search to find the code I wont ? cant I just have a manual ? I wont to use Pascal for making DLL's, I...
