? Blocking .exe dls using ISA 2006 on Server 2003

need some assistance with block download of .exe files using isa 2006. Users of the network hog network resources and download malicous files. I am able to block the downloads by using application/* feature but that affects some webs sites like yahoo mail and hotmail any assistance is welcomed
