Poor performance by computer

I'm not a gamer, I *only* play a 9 year old game, Counter Strike 1.6. But lately, it's been performing very poorly. Intel Pentium D 2.8GHz Nvidia 7300LE 256MB 1 GB DDR2 RAM I know the stats are terrible, but they're good enough for a TEN year old game. I'd expect a minimum 40FPS, but I dont...
