SEO for Site Not Set Up Correctly

Dear All, I am totally new to SEO and am trying to attract more unique visitors to my site. Therefore, I am starting to hire freelancers to help out by getting some backlinks. I have read a lot on SEO and the process (ie go through by finding your keywords, getting backlinks, social bookmarks, etc...). But one of my bidders indicated that my site is not correctly setup for SEO and that backlinks won't help. Would anyone know what that is meant by? My site is www(dot)baby-line(dot)com.
