EMachin3958 is dead. Green light on the MOBO

A friend's T3958 EMachine stopped working. Have tried replacing the battery. Tried replacing the hard drive (duh!). I see a green light on the motherboard and I hear a slight windy sound coming out of the case when I plug the system in. If it's the power supply, I am not understanding why I...
