Blue Screen & Windows Error Report

I am running Windows XP and am CONSTANTLY getting the "Blue Screen" that says IRQL NOT LESS EQUAL etc.. I restatrt the PC and follow the instructions on the screen. Still same problem. Do I have a virus or something? I have installed PC Tools "Performance Toolkit" still same problem. What Can I do...
