Where does it say in TOS of both adwords and adsense that you can't use adwords to dr

I have read TOS of both adwords and adsense over and over again and found no such thing as you can't use adwords to drive more traffic to your website which is showing adsense ads. I will highly appreciate if someone can paste the exact words from the policies and TOS of either of the programs...
