CD/DVD Drive Issue

Working with a Toshiba A40 Laptop. CDs and DVDs play but now disc formatting efforts fail. Never been a problem before. Event viewer shows "bad block". Don't know if this refers to the drive itself or the disc. attached please find image of the immediate error. Below please find text from ...
