pc eratic startup

pc will boot only by pressing reset below power switch,ocasionaly will boot normally, when it dose eventually start no prob until i try to reboot then pot luck no signal on screen have had memory and video card in and out,reset cmos but to no avail......has anyone come across this problem as i am...
