CD and DVD Drives wont Download

For about a year now my Dell XPS 400 hasn't been able to download any software at all. I recently purchased some video editing software and the only thing my CD Drives does is end up making the sound you usually hear when you poke a papperclip into the manual eject slot while the Drive is still...
