Good .lv Registrar

I've never needed to register an IDN before, but I'm currently looking into registering a .lv name. What is a good price and registrar for this domain? The best that I can find is $20, but, it's kind of hard to find and compare registrars. Also, it would be nice if the registrar offered domain...
