Dell Inspiron 8600 Laptop no boot

CMOS starts loading screen goes black; pulled disk checked out ok & scanned for virus all OK; replace pwr supply; swaped memory, sd prayers over all to no avail. Once in a while it seems to boot windows; screen flashes and goes black again. Tried reload of xp os will not recognize the cd/dvd...
