reg cheap domains and monetize them

I wonder some websites register domain names for only 0.20 cent ,how can I do it ? giving 7 dollars for a domain name is really handicap task if you register thousands of domains.I imagine that if thousands of domains will be regged ,our revenue will be better also some domain name companies work...
