"ask for backlinks" services

has anyone here ever paid someone to e-mail all the related blogs/sites with good pagerank (and would realistically be willing to give a backlink) to give a backlink (or swap) to your kick-ass mini-site? you could verify that they were doing their job by using a shared e-mail account
