"no Preview available" Error message

Hello When ever i download .jpg pictures from internet, it does not opens with windows Picture and Fax Viewer and i gets an error message "no Preview available". pictures in my computer are OK,thay dont have that problem it only happens when i download .jpgs from internet. Can any one...
