Lets take a look at http://www.craigslist.org Under "int'l cities" there are multiple links to their other sites e.g. http://bangkok.craigslist.org/ http://london.craigslist.co.uk/ http://craigslist.fr/ etc... There dont have nofollow and they all interlink with each other, this goes against so...
